Yes, he’s too busy studying Kirk’s biceps.  The sexual politics of the 24th century.

…now, when I look at this picture, all I see is that Spock and Scotty are the only ones paying attention to the book or whatnot that Kirk and Chekov have on the table. 

Clearly, this means that Scotty and Spock had an affair that they don’t want Kirk to find out about. 

…I mean, it’s the only explanation that makes sense.
